Who decides what channels are broadcast on Freeview?
Freeview channels are broadcast in groups of six separate bundles. Each bundle of channels is called a multiplex. The decision as to which channels go on to the Freeview service is controlled by the licence holders of each multiplex (BBC, ITV, Channel 4, SDN and National Grid Wireless).
No single body exists to decide what channels to show, as this is a commercial matter between prospective broadcasters and the individual multiplex holders in the first instance. However Ofcom provides the licences to broadcast and regulates the content of its licensees on that basis, and can investigate complaints about the content of the channels on the Freeview service.
